Legacy working space

To imagine a space for community in the making of Legacy, a key question was does community understand the language of Legacy, its new laws, Acts and institutions?
A rough map of the key elements that define the Legacy's working space could be set out as below in terms of policy, legislation and new infrastructure:

To play its role community has to be aware of policy, have an idea of relevant legislation to be involved in the development of the infrastructure that benefits it. Sample responses to a simple questionnaire showed how these were lacking.

Community consultations could be meaningful if they are tied in to a level of awareness of the policy tools that community can exercise. Without which there would be an incapacity to aggregate, scale-up community interests through each progressive meeting.
